Africa's countries differ greatly in population, institutions, reporting capacity and source dates. Indicator coverage may also vary, so the regional value cannot describe every part of the continent.
Africa is not one social condition. The regional mean is a cautious navigation signal, not a verdict about its countries or peoples.
